Construir 2030 is structured around a number of measures, which reflect specific lines of support that are appropriate to the state of regional economic and social development, seeking, in particular, to respond to the needs of companies. To this end, four incentive subsystems have been developed:

• Structuring Businesses: in particular to encourage the broadening of the export economic base, the strategic reconversion of activities and the stimulation of investment in new business areas;
• Local Economic Base: particularly in sectors of activity essentially geared towards domestic demand;
• Young Investors: in dynamic sectors that contribute to the diversification and renewal of the business fabric;
• Small Business: in sectors that contribute to economic and social cohesion.

Submissions are operationalised through the Balcão dos Fundos, with calls for proposals open in all subsystems. Applications are analysed by DREC – the Regional Directorate for Entrepreneurship and Competitiveness.
